A water concentration detecting device (30) is provided with: a gas chamber (31) which seals in an insulating gas that is introduced as a sample from a gas insulation device (20); porous electrodes (1) which are arranged so as to face each other in the gas chamber (31); a hydrogen ion-conducting solid electrolyte membrane (2) which is held and affixed between the electrodes (1); an impedance measurement circuit (10) which measures the alternating current impedance between the electrodes (1) by applying an alternating current voltage to the electrodes (1); a calculation unit (12) which determines the water concentration in the insulating gas on the basis of the alternating current impedance measured by the impedance measurement circuit (10); and an adsorbent (42) which removes the water content from the atmosphere before the introduction of the insulating gas from the gas insulation device (20) in the gas chamber (31) before starting the measurement of the water concentration.
