<P>PROBLEM TO BE SOLVED: To provide a packet distribution device for implementing efficient streaming distribution by optimizing transmission order of packets. <P>SOLUTION: A packet distribution device of an embodiment performs streaming distribution of packets including a digital content through a communication network. The packet distribution device comprises a generation part, a distribution part, a detection part, and an exchange part. The generation part generates a packet for each session having a bit rate depending on a content to be streaming-distributed. The distribution part transmits the generated packet to the communication network. The detection part detects overlap of packet transmission timing among the sessions.
