The present invention provides an oil-in-water-type emulsion cosmetic having excellent dispersion stability and an excellent sensation upon use. The oil-in-water-type emulsion cosmetic according to the present invention comprises an aqueous phase, an oily phase dispersed in the aqueous phase, and a powder dispersed in the oily phase, and is characterized in that the oily phase contains a silicone oil, a volatile hydrocarbon oil, an organic ultraviolet ray absorber, a side-chain-type amino-modified silicone having an equivalent amount of a functional group represented by general formula (1) of 1-10,000, and an amphipathic substance having an HLB value of 5 or less. (In general formula (1), X represents an alkyl group having 1-18 carbon atoms; R represents an alkyl group having 1-6 carbon atoms; and R' represents an alkyl group having 1-4 carbon atoms.)
