<P>PROBLEM TO BE SOLVED: To reduce loads. <P>SOLUTION: A base station comprises: a congestion state determination part which determines whether the base station is in a congestion state; a connection request signal transmission available time setting part which shortens a connection request signal transmission available time representing a time section which allows a user terminal to retransmit a connection request signal when it is determined that the base station is in the congestion state; a retransmission timing parameter setting part which sets a retransmission timing parameter representing a time range to be used when setting a retransmission timing of a random access preamble to a large value when it is determined that the base station is in a congestion state; and a transmission part which transmits the connection request signal transmission available time and the retransmission timing parameter. <P>COPYRIGHT: (C)2013,JPO&INPIT |
