A CTCS (China Train Control System)-2 train operation control system comprises ground facilities and a vehicle-mounted apparatus, wherein the ground facilities include a temporary speed limit server(16), a train control center(11), a railway circuit(12), a ground electronic unit(13) and a transponder group(14); the temporary speed limit server(16) generates a temporary speed limit command; the train control center(11) generates carrier frequency and low frequency coded messages and active transponder messages according to rail zone state messages and the temporary speed limit command; the rail circuit(12)generates a modulation signal according to the coded messages, sends the modulation signal, generates and sends a rail zone state message; the ground electronic unit(13) sends the active transponder messages to the transponder group(14); the transponder group(14) sends a fixed transponder message and an active transponder message; and the vehicle-mounted apparatus includes a vehicle-mounted safety computer(22), a railway circuit message receiving module(23) and a transponder message receiving module(24). The CTCS-2 train operation control system provided realizes automatic control of train operation based on train operation permission messages transmitted by the rail circuit (12) and the transponder group (14).
