PURPOSE: A cold storage heat exchanger is provided to minimize energy and time required for re-cooling and to enhance a cold storage function by increasing a cold-storage material injection amount. CONSTITUTION: A cold storage heat exchanger comprises first and second header tanks(100,200), a plurality of tubes(400), a pin(600), an inlet pipe, an outlet pipe, a first heat exchanger, a second heat exchanger, and a cold storage unit. The pin is interposed between the tubes. The inlet and outlet pipes are connected to the first and second header tanks so that a heat exchange medium flows in. The heat exchange medium is circulated along a tube connected to a first space unit in the first heat exchange unit. The heat exchange medium is circulated along the tube connected to a third space unit in the second heat exchange unit. A cold-storage material is stored in the inside of the tube connected to the 2-1 space unit of the cold-storage unit.
