PURPOSE: A soil cement wall structure and a construction method thereof are provided to reduce noise and vibration caused by construction because the driving work of a sheet pile is not required. CONSTITUTION: A soil cement wall structure comprises a continuous wall member(20), H-piles(11), and a wall(14). The continuous wall member is composed of a soil cement wall. The H-piles are inserted into the ground(1) at one side of the continuous wall member. The wall is composed of soil retaining plates(14a). The soil retaining plates are arranged on one sides of the H-piles exposed by excavation.
