PURPOSE: A torque converter is provided to improve fuel efficiency by controlling output and shift when delivering power of an engine to a transmission. CONSTITUTION: Housing forms an outer tube. A cam ring(21) comprises one or more pairs of cam holes having phase difference of different angle. A cylinder shaft(33) is inserted inside the cam ring. A plurality of mounting holes is formed on the cylinder shaft. An input unit(31) is connected to the cylinder shaft. An output shaft is arranged to be faced with the input shaft and is connected to the cam ring. The output shaft outputs rotating force of the cam ring. A plurality of cylinder units has a friction member which is selectively rubbed on the inner side of the cam ring.
