PURPOSE: A device and a method for measuring cement are provided to continuously s sense the completion existence of a cement paste although an observer does not reside in a field and to measure the impedance of the cement paste without directly damaging to the cement paste. CONSTITUTION: A device for measuring cement comprises a measuring unit(11), a transmission unit(12), and a measurement unit(13). The measurement unit is comprised in a cement paste, thereby measuring impedance.
