PURPOSE: A resin composition with enhanced dielectric tangent, coefficient of thermal expansion and fire retardant characteristics is provided to have enough peeling strength and to maintain fire retardance and thermal expansion. CONSTITUTION: A resin composition contains an epoxy resin and phosphorous atom-containing active ester curing agent, and inorganic filler. The phosphorous atom-containing active ester curing agent is obtained from a condensation reaction between the phosphorous atom - containing hydroxy compound and carboxylic acid compound. If the resin composition has 100 mass% of non-volatile matte, 1-15 mass% of active phosphorous atom-containing active ester curing agent is contained. If the non-volatile matter among the resin composition is 100 mass%, 0.05-3 mass% of phosphorus is contained in the resin composition. The active ester curing agent is selected from a group composed of one or more compositions represented by chemical formula (1) to (3).
