The invention pertains to hydro-technical and lighting devices. The essence of the invention is that the device consists of spectral light diodes which do not contain inner feeding sources. The diodes are fastened individually on non-hygroscopic material bases and are immersed in a technological water treatment device which is connected to a high straightened voltage through the voltage duplicator. The upper water layer runs the devices current and performs the liquid consistency voltage divider function. The metallic electrodes are brazed to the ends of each light diode. The step voltage necessary for the performance of the diodes is reached by the metallic electrodes in the moment when they contact the device's water surface.
