PURPOSE: A flame retarding cushion tile is provided to prevent safety accidents by absorbing impact applied to walls and to have excellent insulation performance and flame retardant. CONSTITUTION: A flame retarding cushion tile comprises a first foaming layer(11), a second foaming layer(12), a print layer(13), and an adhesive layer(14). The first foaming layer is composed of a cross-linked polyolefin foam adding a flame retardant material. The first foaming layer absorbs impact applied to the cushion tile, supports the second foaming layer; and has a groove portion. The second foaming layer is composed of the cross-linked polyolefin form adding the flame retardant material. The second foaming layer is formed on the top of the first foaming layer and supports the print layer. The print layer is formed on the top of the second foaming layer and forms the exterior of the cushion pile. The adhesive layer is formed on the bottom of the first foaming layer except for the groove portion.
