PURPOSE: A ballast water containing water sterilizing apparatus using ferrate and a method for the same are provided to improve the reliability of the apparatus by blocking the generation of additional pollution. CONSTITUTION: A ballast water containing water sterilizing apparatus includes a hypochlorous acid and ferrate supplying unit, a hypochlorous acid sterilizing unit(30), and a ferrate sterilizing unit(40). The hypochlorous acid sterilizing unit adds hypochlorous acid into feed water to primarily sterilize the feed water. The ferrate sterilizing unit adds ferrate into the primarily sterilized water to be secondarily sterilized. The hypochlorous acid and ferrate supplying unit includes an electrodialyzer(10) and an electrolyzer(20). The electrodialyzer is composed of an electrodialysis bath(11), an anode plate(13), a cathode(14), and a supplying pipe. The electrodialyzer collects hypochlorous acid and caustic soda. Seawater or a sodium chloride aqueous solution are introduced into the electrodialyzer. The electrolyzer generates ferrate in an electrolysis bath(21). The caustic soda is supplied into the electrolysis bath as electrolyte.
