The unit (4) has frequency-controlled movement steered parts comprising intermeshing gears. Frequency-controlled movement is carried out such that one of the movement parts relative to the other movement parts carries an advancing movement transverse to an advancing movement with a wave motion. The gears move alternately in and out of an engagement. An inhibiting part inhibits the advancing movement to begin activation of the unit, and is attached to the movement parts such that inhibition automatically decreases during the advancing movement. The inhibiting part is formed by a waving annular spring, a cutting element and an elastomer spring. An independent claim is also included for a seat belt retractor.
