Disclosed are a method, Radio Access Network (RAN) device and communication system for transmitting data. The method comprises that: a target RAN receives a handover request message sent by a source RAN, wherein the handover request message comprises Radio Access Bearer (RAB) information which is to be established and a connection indication for establishing Local IP Access Packet Data Network (LIPA PDN); the target RAN, according to the received connection indication for establishing LIPA PDN, determines whether or not the target RAN supports handover ensuring LIPA PDN service continuity; if the target RAN supports handover ensuring LIPA PDN service continuity, the target RAN allocates LIPA PDN connection bearing resources according to the connection indication for establishing LIPA PDN and allocates RAB resources according to the RAB information which is to be established; the target RAN sends a handover request response message to the source RAN, wherein the handover request response message comprises information of LIPA PDN connection bearing resources and RAB resources. The technical solution of present invention ensures the LIPA PDN service continuity during cell handover.
