<P>PROBLEM TO BE SOLVED: To provide a device reducing the weight of a vehicle body by eliminating an unnecessary structure and capable of improving fuel economy by a combination of rotary pumps and hydraulic motors. <P>SOLUTION: In a series of mechanism for improving fuel economy efficiency in many aspects such as four-wheel drive, non-slip effect, coasting before the application of a brake, and electric power generation and storage or the like, two or more rotary pumps 3 and hydraulic motors 4 to 7 are connected with a pipe, and on-off valves 9, 10, suction valves 11, 13, 15, and discharge valves 12, 14, 16 are provided on the way thereof. The valves are opened and closed to change the flow of a fluid. Accordingly a gear type transmission is replaced with a transmission performing the speed change by arranging and connecting several rotary pumps in parallel on a main shaft, and by opening and closing the on-off valve installed in each rotary pump in response to the rotation speed of the main shaft.
