<P>PROBLEM TO BE SOLVED: To provide a configuration capable of continuing a relay communication system while preventing a relay server on the connection side from having more than required access right, even when it is impossible to communicate with a relay server on the management side, in a relay server used in a relay communication system configured by a plurality of relay servers. <P>SOLUTION: When a communication detection unit detects the fact that it is impossible to communicate with a center terminal after receiving a candidate job list before receiving a permission to run a connection job from a center terminal, a maintenance terminal (relay server on the connection side) request permission of connection to a maintained terminal indicated in a connection job selected. When permission to run a connection job is reported from the center terminal, or when permission of connection is reported from the maintenance terminal, the maintenance terminal establishes routing session for use in routing of a packet between the maintained terminal.
