<P>PROBLEM TO BE SOLVED: To avoid a situation where all load apparatuses stop, even if power supply is not sufficient. <P>SOLUTION: The information about the priority of power supply to load apparatus determined for each of a plurality of different use conditions, and the information about the connection relation of each outlet and load apparatus are stored in a database 41. A condition determination unit 44 determines use conditions of power. With reference to the information stored in the database 41, a switching command generation unit 45 generates a power supply/interruption command corresponding to the use conditions determined by the condition determination unit 44.
