<P>PROBLEM TO BE SOLVED: To provided a novel surface-protecting film that can sufficiently exhibit high wettability even without using a plasticizer, and further is excellent in reworkability. <P>SOLUTION: The surface-protecting film has a base layer 1 and a pressure-sensitive adhesive layer 2, wherein the deformation index of the surface layer of 80 nm of the pressure-sensitive adhesive layer is 0.01-0.4 μN.
