<P>PROBLEM TO BE SOLVED: To provide an operation curve formation device easy to manually edit the operation curve even for a nonexpert. <P>SOLUTION: Firstly, the existing operation curve is displayed on an operation curve formation screen based on ground equipment information in a traveling section of a train, speed limiting information and operation curve information which shows the relation between the traveling speed of the train and a distance. Next, a formation starting point of a temporary operation curve is specified by mouse operation on the existing operation curve displayed in the operation curve formation screen. Next, a temporary operation curve about all of the operation control possible to be selected at the formation starting point is formed based on the train characteristic information which defines the operation control possible to be selected when operating the train, the ground equipment information, the speed limiting information and the operation curve information, and is displayed to be selected on the operation curve formation screen. Next, the operation control is specified on the operation curve formation screen.
