<P>PROBLEM TO BE SOLVED: To enable an accurate measurement of cell voltage by appropriately protecting a cell voltage monitoring terminal in a simple structure. <P>SOLUTION: In a fuel cell 10, a frame portion 28b constituting a second electrolyte membrane-electrode assembly 18 has a rectangular shape with a recess 29b formed on at least one longer side, and the frame portion 28b has reactant gas communication holes and cooling medium communication holes formed at both longitudinal ends. The frame portion 28b has in the recess 29b on one longer side a cell voltage monitoring terminal 120 adjacent to a cooling medium outlet communication hole 34b and positioned on a longitudinally central side of the cooling medium outlet communication hole 34b.
