<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method that can efficiently introduce medicine into the skin at high frequency. <P>SOLUTION: This high-frequency medicine introducing apparatus includes a high-frequency and high-potential generating circuit 30 generating a frequency of 20-100 kHz and a voltage of 200-800 V. The high-frequency and high-potential generating circuit 30 includes a high-frequency waveform forming circuit for selectively forming a high-frequency (alternating current) waveform, a high-frequency (alternating current) + side waveform and a high-frequency (alternating current) - side waveform.
