Provided is a communication system capable of suppressing excessive power consumption in a backhaul. The communication system is provided with: at least one access device which accepts access from a communication terminal; at least one packet transfer device for transferring packets through the access device; a first management device for controlling an operation mode relating to the power consumption of the access device; and a second management device for controlling an operation mode relating to the power consumption of the packet transfer device, on the basis of the change of the operation mode relating to the power consumption of the access device.
