PROBLEM TO BE SOLVED: To provide an illuminating device and a projection type video display device, which can control the polarization direction without making speckle noise conspicuous.

SOLUTION: An illuminating device related to the present invention comprises: a light source which emits coherent light; a polarization conversion part which aligns light incident on a first incident region in a first linear polarization direction and aligns light incident on a second incident region in a second linear polarization direction orthogonal to the first linear polarization direction; a light scanning part for scanning the first incident region or the second incident region with the coherent light emitted from the light source; and a light diffusion element which diffuses the emission light from the polarization conversion part to illuminate a region to be illuminated with the diffusion light emitted from each point so as to be overlapped with one another.
