<P>PROBLEM TO BE SOLVED: To provide a data processing system capable of distributing a video content contributed by a general user with high quality by QoS control. <P>SOLUTION: Contributed video content is distributed by using a distribution system of an IMS Based IPTV service of a common carrier having a QoS control mechanism without changing the system.
