<P>PROBLEM TO BE SOLVED: To provide an actinic energy ray-curable composition for producing a flame retardant and giving a cured material having superior flame retardancy, and to provide a flame retardant resin sheet produced from the composition. <P>SOLUTION: The actinic energy ray-curable composition for producing the flame retardant includes a (meth)acrylate (A) having a directly bonded aromatic ring. The composition is preferably further incorporated with a flame retardant (B) and a photopolymerization initiator (C).
