PURPOSE: A water-soluble inorganic hard coating agent is provided to remarkably increase corrosion resistance and surface properties and to make drying and hardening at low temperature of room temperature to 300 °C is possible. CONSTITUTION: A water-soluble inorganic hard coating agent comprises 100.0 parts by weight of silicate metal salt selected from alkali metal silicate, silicate alkali earth metal salt, silicate transition metal salt, and a mixture thereof, 0.1-25 parts by weight of nanoceramic dispersant of which Mohs hardness is 6-10, and 8-100 parts by weight of colloidal silica. A surface treatment method of the water-soluble inorganic hard coating agent comprises: a step of manufacturing the water-soluble inorganic hardcoating agent; and a step of spreading the water-soluble inorganic hardcoating agent to the iron or nonferrous metal, and drying at 80-300 °C for 60-120 minutes.
