<P>PROBLEM TO BE SOLVED: To provide a good multilayer film related to packaging materials for packaging food, chemicals, tobacco, industrial components and daily commodities, etc. and preventing decline over time in easy-tearing characteristics, high heat seal strength, pinhole resistance, packaging machine compatibility, adsorption suppression of volatile components and seal strength, etc. and a packaging material comprising the film. <P>SOLUTION: The multilayer film is formed by laminating: a seal layer (A) including 40 mass% or more of cyclic polyolefin resin (a1) having 100°C or more of a glass-transition temperature Tg as a resin component; an intermediate layer (B) having at least one resin layer including 80 mass% or more of polyethylene resin (b1) and/or polypropylene resin (b2) as a resin component; and a surface layer (C) including resin having a melting point 10°C or more higher than the glass-transition temperature Tg of the cyclic polyolefin resin (a1).
