<P>PROBLEM TO BE SOLVED: To allow the attachment and detachment of a shielding implement to be performed simply and in a short period of time. <P>SOLUTION: A shielding member 1 is formed into a curved and non-cylindrical shape. The shielding member 1 also memorizes the curved shape. The shielding member 1 is wound around a pipe 50 along the outer peripheral surface of the pipe 50, and one end 2a and the other end 2b of a belt 2 are connected with a buckle 3.
