<P>PROBLEM TO BE SOLVED: To provide a water treatment apparatus which does not require UV irradiation means in large numbers and can treat large amounts of water in a short time. <P>SOLUTION: A ballast water treatment apparatus 12 includes a ballast water treatment container 15 having a ballast water inlet 13 and a ballast water outlet 14, two or more UV irradiation means 16 arranged in the ballast water treatment container 15 and a sponge-like filter 17 capturing plankton. The UV irradiation means 16 comprises a protective pipe 18 opened at both ends and containing a UV lump 19, a lump-supporting implement 20 and a reflection plate 21.
