Problem: To propose technology capable of effectively performing monitoring of an object to be monitored. Solution: A 3-dimensional video image generation server (28) generates an image of an object to be monitored in which the object which is represented upon a virtual 3-dimensional space is seen from a perspective corresponding to the position and direction of a head-mounted display (31) in order to overlay the image upon a photographed image (image of the location) which has been transmitted from the head-mounted display (31) so as to generate AR image data. In addition, if the occurrence of an anomaly is detected by a sensor provided for the object, information of the detection result of the same is added to the image of the object to be monitored in accordance with the placement position of the sensor. The head-mounted display (31), on the basis of the AR image data which has been transmitted from a 3-dimensional video image distribution server (29), outputs a representation in which the image of the object to be monitored (and the information of the detection results that have been added thereto) is superimposed upon the image of the location that the wearer sees through the head-mounted display (31).
