This image generation device (200) is provided with: a pixel shift image generator (206) for generating, on the basis of an input image and a depth map, a first pixel shift image in which the input image is subjected to a process of shifting pixels by a shift amount corresponding to a new observation point, and a second pixel shift image in which a background edge image, which includes pixels, in a background region surrounding the edge of a subject, included in the input image, is subjected to a process of shifting corresponding pixels by a shift amount equal to that in the first pixel shift image; an image combining unit (208) for combining the second pixel shift image and the first pixel shift image so that the background region included in the second pixel shift image is included in a hole, generated in the first pixel shift image by the process of shifting pixels, in which no pixel information is present; and a filling unit (210) for supplementing, on the basis of the combined pixel shift image, pixel information included in the hole.
