The present invention obtains: a heat exchanger having improved heat exchange performance and configuring the inner wall surface of refrigerant ducts, through which a first refrigerant and a second refrigerant flow, from different metals; and a refrigeration cycle device provided with the heat exchanger. Seat-transfer pipes (3a) that are for the second refrigerant and are formed from a metal having different material properties from a heat-transfer block (1) are inserted into insertion holes (3b) for the heat-transfer pipes for the second refrigerant, and the heat-transfer pipes (3a) for the second refrigerant are formed from a metal having different material properties from the heat-transfer block (1).
