<P>PROBLEM TO BE SOLVED: To provide a transpiration device and a method of manufacturing the same, properly supplying water to a porous member. <P>SOLUTION: In a transpiration louver 1, by inserting an inner tube 6, an outer tube 4 is expanded in an insertion hole 10 to the same diameter as the diameter of the insertion hole 10, to be brought into contact with the peripheral wall of the insertion hole 10, so that the outer tube 4 come in close contact with the peripheral wall of the insertion hole 10 or a transpiration block 3, while pressing force is generated between the outer tube 4 and the peripheral wall of the insertion hole 10.
