PROBLEM TO BE SOLVED: To create a desirable face image without a trouble.

SOLUTION: A processing strength determination apparatus includes: an image data acquiring section for acquiring image data of an image in which a person is photographed; a comparing section for comparing luminance of a first image region in which a protrusion of the face of the person is photographed with that of a second image region in which a recess of the face of the person is photographed; and a strength determining section for determining processing strength of an image processing for emphasizing or suppressing irregularity of the face of the person to the image data on the basis of a comparison result by the comparing section.
