<P>PROBLEM TO BE SOLVED: To improve sealability and slidability at a low cost. <P>SOLUTION: In this valve timing adjustment device 1, a drive rotating body 10 comprising a bottomed cylindrical storing member 12 and rotating along with a crankshaft forms shoes 120a to 120e using recesses 12a to 12e formed by recessing each of a bottom wall 122 and a peripheral wall 120 plastically machined in the storing member 12 in each of a rotary shaft direction and a rotary diameter direction, and a driven rotating body 20 coaxially stored in the storing member 12 to be in contact with a planar internal surface of the bottom wall 122 and rotating along with a camshaft 2 includes vanes 201a to 201e for partitioning operation chambers 30a to 30j between the shoes 120a to 120e in a rotary peripheral direction.
