<P>PROBLEM TO BE SOLVED: To solve the problems in which: there are many sites with a narrow frontage because land prices rise in proportion to the width of the road surface frontage and; when constructing a building in the narrow frontage and installing an entrance for a person to pass, if a parking area is tried to be installed in the remaining frontage, flat-surface parallel parking is forced to be adopted. <P>SOLUTION: A portion of a vehicle passage 3 can be the vehicle passage through which a vehicle can always pass by arranging a parking portion underground as a main body 1 of a parking area.
