The present invention provides a cell selection method during re-establishment and a user equipment. The method comprises: when triggering a radio resource control (RRC) connection re-establishment flow, a user equipment (UE) saving a current configuration of a radio resource management (RRM) measurement constraint sub-frame for measuring a serving cell and/or a neighbor cell (S302); according to a management result of the currently configured RRM measurement constraint sub-frame for measuring the serving cell and/or the neighbor cell, the UE judging whether a cell measured by the UE satisfies a cell selection S rule (S304); if yes, the UE selecting the cell as a suitable cell, to send an RRC connection re-establishment request message (S306). Through the present invention, a suitable cell is selected by using a management result of a currently configured RRM measurement constraint sub-frame, so as to solve the inter-cell Interference problem in the cell selection during the re-establishment in the heterogeneous network, so that the UE can select a suitable cell to initiate re-establishment, thereby ensuring continuity of a data service of the UE.
