PURPOSE: A motor control device with an insulation degradation detecting device and an insulation degradation detecting method for a motor are provided to precisely detect the insulation degradation of the motor without damage to a semiconductor switch of an inverter circuit even when the motor is earthed. CONSTITUTION: A rectifying circuit(3) is connected to an alternating current power source through a circuit breaker and includes a smoothing condenser between a positive DC output part and a negative DC output part. An inverter circuit(5) is connected to a pair of semiconductor switches in series and connects a contact point of the semiconductor switches with a plurality of arm circuits in parallel. The inverter circuit forms a drive circuit of a semiconductor switch on the top with a bootstrap circuit.
