PURPOSE: A video converting method and an apparatus thereof are provided to increase the brightness of color information and obtain fatal danger information by adding weight value to an important symbol color. CONSTITUTION: A converter receives a color image(601). The converter converts a brightness value of the color image by using a color weight value(603). An improving unit replaces the converted brightness value with a brightness value of an LUT(LookUp Table)(605). An image converting apparatus outputs the converted white/black image according to the replaced brightness value(607).
