PURPOSE: A cyclic olefin-based resin flexible substrate is provided to have extremely low thermal expansion coefficient suitable for a flexible substrate, and to have excellent flexibility, transparency, isotropy, and high glass transition temperatures. CONSTITUTION: A flexible substrate is obtained by irradiating 50-99 mole% of a cyclic olefin homopolymer represented by chemical formula 1 or 2, or a linear olefin copolymer, and a 1-50 mol% of cyclic-olefin based resin with a unit which satisfies chemical formula 3. The cyclic olefin is selected from norbornene, 5-vinyl-2-norbornene, 5-butyl-2-norbornene, 5-methyl-2-norbornenene, 5-hexyl-2norbornene, 5-0dimethylmethoxy norbornene, dicyclopentadiene, cyclopentadiene, and derivatives thereof.
