A wave energy converter comprising a space 2 inside a cliff which is open to the sea at a point below the water level, located within the space is a weighted float 6 which drives a power- take-off in the form of a hydraulic piston 4 and cylinder 3 arrangement. The wave energy converter may be held in the hole by a pneumatic sleeve 8 which allows the converter to be positioned in response to the height of the incoming waves and to be withdrawn in the case of freak waves. Preferably the hole is wider at its upper part, in which is located a frame 14 to guide the converter.
