<P>PROBLEM TO BE SOLVED: To provide a rubber composition which can hold good drainage and can improve the puncture-resistant force of the obtained tire, and to provide a tire using the same. <P>SOLUTION: The rubber composition is characterized by comprising a rubber component and fibers comprising a hydrophilic resin, and forming a coating layer comprising a resin having affinity for the rubber component on the surface of each fiber.
