PURPOSE: A dual packer device is provided to improve efficiency by directly taking a photograph of the ground state and to improve reliability by accurately determining the effect of a hydraulic shear. CONSTITUTION: A dual packer device(1) comprises a first guidance unit(10), a second guidance unit(20), a packer unit(30), and a photographic unit(40). The first guidance unit is installed at exploration hole within ground. The second guidance unit is installed within the ground and surrounds the outer side of the first guidance unit. The packer unit supports the second guidance unit on the exploration hole and seals a partial region within the ground. The photographic unit enters into the first guidance unit and takes a photograph of the ground.
