PROBLEM TO BE SOLVED: To constitute a wireless communication network collecting data from a plurality of terminals.

SOLUTION: When a first terminal 40d requests to participate in a first network group N1 managed by a first repeater 30a, a control server 10 determines whether the first repeater 30a can accommodate the first terminal 40d. When it is determined that the first repeater 30a can accommodate the first terminal 40, the control server 10 transmits connection destination information for permitting the first terminal 40d to participate in the first network group N1 to the first terminal 40d.
