<P>PROBLEM TO BE SOLVED: To provide an access network system for autonomously improving network quality for user terminals. <P>SOLUTION: An access network system for providing user terminals with radio environment comprises one or a plurality of radio base stations and a gateway device, and makes them collaborate. The one or plurality of radio base stations collect communication load states and are capable of restricting an available band for each connected user terminal. The gateway device at least acquires communication load information from each of the radio base stations which is managed by the gateway device, determines data flow control of each of the radio base stations for the radio base stations based on the acquired communication load information, and determines data flow control for each user terminal based on a service level allocated to each user terminal, where data flow allocated to each radio base station is not distributed equally to user terminals belonging to the radio base station. <P>COPYRIGHT: (C)2013,JPO&INPIT |
