<P>PROBLEM TO BE SOLVED: To provide a construction apparatus and a construction method suitable for constructing a pile reinforcing structure in which a pile is exposed by removing the foundation around the pile, and a reinforcing layer is formed by throwing reinforcing material such as crushed stone into a space resulting from the removal, and compacting the reinforcing material. <P>SOLUTION: A construction apparatus comprises a rotary rod 11 which is rotated by a pile driving machine, a pile 21 which is connected to a lower end of the rotary rod 11 and driven underground with rotations of the rotary rod 11, and an auger 31 which is rotated by the rotary rod 21. The rotary rod 11, the pile 21 and the auger 31 are disposed on the same axis, there are provided a first connecting section (13, 23) which removably connects the pile 21 to the rotary rod 11 so as to rotate the pile 21 with the rotations of the rotary rod 11, and a second connecting section (19, 35) which connects the auger to the rotary rod 11 so as to rotate the auger 31 with the rotations of the rotary rod 11.
