PROBLEM TO BE SOLVED: To prevent image persistence on a display device and to improve visibility of an image.

SOLUTION: An image processing IC 11 includes: an interface unit 21 which accepts a control signal from the outside; registers 22 and 23 where a dither matrix is stored; a selector 24 which selects a register to be connected; a selector 25 which selects a selector to be connected; a frame counter 26 which counts the number of input frames of input image data; a selection counter 27 which generates a control signal for switching of the selector 25 on the basis of the number of input frames; an X-direction counter 28 and a Y-direction counter 29 being counters for determining coordinates of a dither value for use among dither values included in the dither matrix; a pattern selection unit 30 which reads out the dither value from the dither matrix; a dither value adder 31 which adds the read-out dither value to input image data; and an overflow processing unit 32.
