<P>PROBLEM TO BE SOLVED: To provide a vehicle simulation device and method for reproducing behavior of a vehicle operated by a driver having a predetermined skill, with high accuracy. <P>SOLUTION: A vehicle behavior simulation device (1) configured to reproduce behavior of a vehicle traveling in a predetermined traveling pattern includes: a recognition part (2) that acquires actual speed; a prediction part (5) that predicts target speed; a determination part (3) that calculates target operation speed and target operation acceleration on the basis of deviation between the actual speed and the target speed; a vehicle characteristic part (6) that calculates the amount of operation to a drive system of the vehicle; and an operation part (4) that operates the drive system with the amount of operation calculated.
