<P>PROBLEM TO BE SOLVED: To remove a coated film appropriately from the end surface of an external wall face material in an existing building external wall and to bring a joint part into a state suitable to be filled with a new sealant. <P>SOLUTION: A coated film removal device 31 which is used in removing a substrate coated film from the joint side face in a joint part 25 of an external wall 12 comprises scraping plates 34 and 35 which are installed in a rotation shaft 33 and scrape the substrate coated film by rotation, and a drive part which drives and rotates the rotation shaft 33. Among the scraping plates 34 and 35, the first scraping plate 34 is fixed so as not to move in the axial direction relative to the rotation shaft 33 and the second scraping plate 35 is fixed so as to move in the axial direction relative to the rotation shaft 33.
